This proverb simply means that procrastination never helps.It is better to tackle a problem in its initial stages instead of letting it grow out of control and then struggling to solve it.
So one must inculcate the habit of attending to ones job or working towards ones goal in a systematic manner.A problem never disappears because you ignore it.It only becomes bigger.Shutting your eyes doesn't mean the world goes dark.Face your problems head on.That is the best way to handle them.
This proverb expresses a similar idea to that of 'An ounce of prevention is worth a pound of cure'.So inculcate the habit of getting things done today,better still,now...
